Campaign Funds Disbursement Criteria for 2014 Election –

A candidate will fill the eligibility criteria when all of the following are met:

  • Member in good standing is defined as dues paid for 2012, 2013, and 2014; member must be in effect by July 1, 2012, which is two calendar years prior to the gubernatorial election.
  • Attendance at RCHC General Meetings a minimum of 3 times per calendar year for each year of the measurement period. Attendance must be documented by the Membership Chair. It is the member’s responsibility to ensure his or her attendance has been documented.
  • Participation in other RCHC sponsored events twice per calendar year for two calendar years, including:
    • At least one Fundraising event per year wherein purchase of ticket(s) or attendance is documented. It is the member’s responsibility to ensure his or her purchase or attendance has been documented; and at least one of the following;
    • Participation in an RCHC fundraising event, including – donation of an auction item, purchase of an auction item, purchase of an event ad payment of event sponsorship at the identified levels, or chairing a fundraising event; or
    • Participation in RCHC sponsored community service events; or
    • Participation with RCHC Board sub-committee; or
    • Participation as a Guest Speaker at an RCHC General Meeting;or
    • Lifetime member of the Republican Club of Harford County.
  • When interpreting the Campaign Funds Disbursement Criteria, or on any matter pertaining to this RCHC document, the RCHC Board of Directors will have final discretion on eligibility determination.

Offices Eligible for RCHC Funds Disbursement

  • Harford County Republican Central Committee
  • Harford County Council
  • Harford County offices:
    • County Executive
    • County Council President
    • Register of Wills
    • Clerk of the Court
    • State’s Attorney
    • Sheriff
  • MD State Senate – districts with seats that include Harford County
  • MD House of Delegates – districts with seats that include Harford County

In the event a candidate is running for more than one eligible office, the candidate will be entitled to disbursement only for the office that results in the highest disbursement amount.

Determination of RCHC Available Funds to be distributed

Available funds for distribution will be calculated on May 31 of the gubernatorial election year as the lower amount of the following:

  • RCHC checking account balance that exceeds $5,000 (RCHC will maintain a minimum balance of $5,000).
  • 75% of the RCHC checking account.

Allocation of Funds

  • 40% of the available funds will be disbursed by June 15 of the gubernatorial election year to eligible Republican candidates running in the primary election.
  • 60% of the funds will be disbursed by August 31 of the gubernatorial election year to eligible Republican candidates who win the Republican nomination in the primary and then run in contested races in the general election. (Precludes Republican Central Committee and candidates with uncontested general election races)

 Funds will be disbursed according to the following allocation per office.

Category funding allocations will then be divided equally among the eligible candidates in each office category.

In the primary election funds disbursement cycle, if one or more categories do not have a candidate who meets the eligibility criteria, the allocation for those categories is distributed among the remaining categories based upon a new denominator of 100 – X. X is the sum of the allocation percentages for those categories with no candidates meeting the eligibility criteria.

In the general election funds disbursement cycle the new denominator will be 100 – 15 (the Central Committee category allocation) – X. X is the sum of the allocation percentages for those categories with no candidates meeting the eligibility criteria.

The allocation percentages for those categories for candidates with uncontested races will return to the club general fund to be disbursed at the discretion of the Club Board or Directors.

For example – If no candidate running for County Executive meets the criteria, and all remaining categories have met the eligibility requirements, the denominator of 100 will change to 90.

The eligibility measurement period will begin July 1, 2012 and will conclude on May 31, 2014.

The RCHC Board will then compile the data and apply the eligibility criteria with primary election funds disbursement by June 15, 2014.

The RCHC Board will then re-apply the allocation logics to candidates who remain in the general election and have a contested race. The remaining available funds will be disbursed to those candidates by August 31, 2014.
